Washington congratulates Rodrigo Paz and signals “a new era of cooperation” with Bolivia

The U.S. has officially congratulated Bolivia’s president-elect, Rodrigo Paz, signaling a “new era of cooperation” as Washington eyes opportunities in economic stability, democratic governance, and strategic resources

The U.S. Department of State officially congratulated Bolivia’s president-elect, Rodrigo Paz, stating that “an opportunity opens to restore economic stability, strengthen democracy, and expand private sector growth in the Andean region.” The statement, released shortly after the election results were confirmed, marks a significant shift in bilateral relations and signals expectations for a renewed cooperation between both countries.

Washington emphasized that it sees the new Bolivian government as “a partner willing to engage in dialogue, transparency, and economic modernization,” contrasting with the period of diplomatic tensions under the previous administration. According to State Department sources, the United States is ready to collaborate on technical assistance, institutional strengthening, and sustainable development initiatives, with particular interest in attracting private investment and boosting bilateral trade.

Behind the diplomatic message, clear strategic interests are at play. Bolivia’s geographical position and its vast natural resources, especially lithium, make the country a key player in the global energy transition. For Washington, political stability and an investment-friendly climate in Bolivia could secure access to critical minerals while counterbalancing China and Russia’s influence in the Andean region.

The election of Paz also represents a geopolitical opportunity. Bolivia, located at the heart of South America, could regain a pivotal role in regional balance and serve as a bridge between nations with differing ideological alignments. The U.S. sees this as part of a broader strategy to maintain influence and promote stability across Latin America.

Security and counter-narcotics cooperation remain another priority. Historically, Bolivia has been central to U.S. anti-drug efforts in the Andes. Under Paz, Washington expects to resume technical coordination without infringing on Bolivia’s sovereignty, reinforcing intelligence exchange and operational oversight in a region critical to hemispheric security.

Economically, the United States aims to expand its presence in Bolivia through energy, infrastructure, and agribusiness projects. Paz’s policy of disciplined fiscal growth and private sector stimulation aligns with Washington’s vision for regional economic cooperation. These economic goals are linked to broader efforts to integrate Latin American markets, encourage investment, and support rule-of-law frameworks for business.

Analysts caution that this rapprochement could face challenges if U.S. support is conditioned on unpopular structural reforms, or if Bolivia opts to maintain subsidies and state control over strategic sectors. Nevertheless, shared priorities in macroeconomic stability, democratic governance, and openness to dialogue suggest a gradual rebuilding of bilateral relations after more than a decade of distance.
